In 2008 the Mint gave the silver Eagles their first major variety by making revisions to the reverse dies and then using a few 2007 reverse dies to strike some coins
It’s possible that the 2008-W/reverse of 2007 silver Eagle has a net mintage similar to that of the 1995-W proof and the market does not know it
