This is a beautiful and rare 1975 Nelson Rockefeller Vice-Presidential Inaugural Medal (only 5,098, 70 mm (2 ¾ inches) bronze medals were produced)
The medalist was Frank Eliscu whose initials are on the rock with eagle claw on the reverse and his name and date are on the truncation on the obverse
