My guess is either as a prototype coin - it is about the size of a German Empire 10 Pfennig - or an advertising token for the firm of Fleitmann & Witte
Theodor Fleitmann gained fame for his development of nickel alloys and manufacture of nickel plated iron and nickel alloy / copper nickel / German Silver household goods
